Clusters as Catalysts for Industrial Transformation in South Africa

Transforming South Africa's industrial zones to become engines for job creation, economic growth and greenhouse gas emissions reductions.

The Opportunity

South Africa’s Industrial Development Zones (IDZs) and Special Economic Zones (SEZs) are place-based industrial policy instruments designed to concentrate infrastructure, investment incentives and institutional support around strategic economic activities. Originally focused largely on export-oriented manufacturing, the SEZ framework has expanded to support industrialisation, value-added production, mineral beneficiation, investment attraction, employment, regional development, skills and technology transfer. Their potential lies in creating industrial clusters where anchor companies, suppliers, logistics, skills institutions, technology providers and financiers operate within an integrated ecosystem, helping South Africa move from exporting raw resources towards higher-value manufacturing and globally competitive value chains.

The Challenge facing SEZs in South Africa

The success of SEZs in South Africa is constrained by infrastructure and energy reliability, logistics bottlenecks, financing requirements, fragmented governance and coordination, skills shortages, regulatory delays and weak linkages between firms in the zones and the broader domestic economy. There is also a risk that SEZs become industrial enclaves rather than catalysts for wider economic development. Their longer-term potential therefore depends on moving beyond the traditional model of industrial parks and tax incentives towards integrated, technology-enabled industrial ecosystems that combine reliable infrastructure and energy with digitalisation, innovation, skills development, local supplier networks, development finance and access to domestic, regional and global markets.

Supporting Sustainable Industrial Transformation

Clusters as Catalysts for Industrial Transformation is a joint initiative between SACIT and the World Economic Forum. The initiative leverages the framework, tools and global community of the World Economic Forum's Transitioninng Industrial Clusters (TIC) initiative to provide a curated, capacity-building programme to SEZs in South Africa, with the aim of supporting them to become engines of economic growth, job creation and greenhouse gas (GHG) emissions reductions.

Transitioninig Industrial Clusters

The Transitioning Industrial Clusters (TIC) initiative helps co-located companies and institutions in industrial clusters build a common vision and strengthen collaboration, with the goals of driving economic growth, creating jobs, and reducing greenhouse gas emissions. Developed by the World Economic Forum with Accenture and Electric Power Research Institute (EPRI) and launched at COP26 in 2021,  the TIC initiative has grown into the world's largest community of industrial clusters, spanning over 40 clusters across 20 countries.

Leveraging the power of community, shared learning and partnerships

The project provides a learning platform, for South Africa SEZs to engage with their international (industrial clusters in other countries) and local (South African) counterparts to gain knowledge, tools and networks that will enable the SEZs to:

  • Develop effective governance models that will support their strategic objectives
  • Gain tools and frameworks for developing shared infrastructure in industrial clusters, financing blueprints for clean energy projects, digital collaboration approaches and metholodologies for quantifying and effectively tracking key performance indicators aligned to the SEZ's objectives.
  • Forge strategic partnerships with other industrial clusters around common objectives or projects of mutual interest.

Activities

A Global Community of Purpose

Integrating South African industrial clusters (SEZs) into the TIC global community to gain insights and best practices from other clusters, form purpose-driven partnerships and participate in the initiative's global events.

A National Learning Network

Developing a South African SEZ community platform that allows SEZs to engage in a curated capacity building programme that provides them with knowledge resources and tools to assist them in achieving their strategic objectives around decarbonisation, job creation and economic growth
